Our strategy for building a deed-restricted, below-market priced home for an income-qualified purchaser is anchored by a deed restriction that limits the resale price to appreciate at 1.5%/year, so the price never increases to market value.
The first home-raising was located on Lot #10 in the Upper Langley Cohousing at the end of Al Anderson Ave, Langley, WA. This community was developed under the City of Langley’s Affordable, Innovative Housing Ordinance. The site plan was approved in 2016. Since then 14 homes (out of 16 lots) have been built. All the homes are deed-restricted for permanent affordability, and the Upper Langley HOA enforces this deed restriction.
When vacant Lot #10 became available for sale, one of the community members, Cary Peterson, was able to purchase it on Aug. 1, 2024 with the generous help of a social investor. Together with many community members and businesses, a small, below-market and permanently affordable home was built for a small family, and sold at cost on July 31, 2025.
A second home-raising on Lot #15 was started in 2025. The lot purchase and construction is also funded by social investors, and it is also being built below market thanks to the generosity of volunteers, businesses and community member donations.

A non-profit, Whidbey Home-Raising, was started to apply for grants and accept donations to help reduce the cost of the home. The Whidbey Community Foundation is our fiscal sponsor.
